Since 2019, the ICCR and the Investor Alliance for Human Rights have been leading and coordinating investor efforts on the human rights crisis in the Xinjiang Uyghur Autonomous Region in China. Over the past five years, we have continued to work closely with Uyghur human rights groups and impacted individuals and, participating as a Steering Committee member of the Coalition to End Forced Labour in the Uyghur Region, of which many of you are Coalition members and have endorsed their Call to Action.

We have developed investor guidance on the complex and egregious human rights crisis in this region, including impacts in the global supply chain across many industries and specifically on enabling the just transition to renewable energy. There are coordinated collective investor engagements with over 50 companies across 9 sectors and regular working groups calls and capacity building webinars, as well as investor advocacy and support for forced labor regulations.

Film Screening (short version – 53 minutes): All Static and Noise, directed by David Novack and produced by Janice Englehart, tells the story of Jewher Ilham, a Uyghur human rights activist based in the United States, who has spoken at the 2022 Nike AGM presenting a resolution on Uyghur forced labor, presented at our webinars for investors and works with at the Workers’ Rights Consortium and at the Coalition to End Uyghur Forced Labor.


The film All Static & Noise was released last year and follows her journey as a Uyghur teen from China with little English, who lands in the U.S. after she is violently separated from her father at the Beijing airport as he is detained. Abduweli, a linguist and poet, imprisoned and tortured for teaching Uyghur language to 6-year-olds, makes his way to Istanbul upon his release. Testimony and action from survivors of China’s network of “re-education camps” and their families, in Turkey, Kazakhstan, Europe, and the United States, infuse All Static & Noise with an urgency that exposes the mass brutality of state-sponsored oppression in Western China. Together these voices highlight the moral dilemma between risking the safety of families back home by speaking out and the necessity of exposing atrocities in the hope that global awareness will bring change. With each voice we are brought closer to one of the most egregious human rights disasters of our moment. All Static & Noise honors those willing to speak out and poses difficult questions that are imperatives in our inter-connected global economy of the 21st century.
